Is being a photographer all about being an S E O expert?

Bit of time to ponder today over what seems to be happening to a lot of industries these days.
The internet is great for attracting clients from far and wide. But are those clients being drawn to those in the industry who seem to spend much of their time optimising their websites for Google, rather than those of us who have gained experience over many years in the photography and video businesses?
Worse than that, I have recently heard of someone who during the week works in a bank, but has set up a website claiming to be a "wedding photographer" but has used royalty free stock images to populate his website instead of any he's taken! But because he's optimised his website well, he's attracting a lot of brides who are disappointed with his results.
Time for some proper regulation methinks, to weed out the cowboys? Perhaps this is something for the photography and video trade associations to address instead of promoting themselves within the trade?
